No matter what the Philippine does it will not be able to match China's naval capability. The problem with Chinas aggression is that their 9 dash line imaginary territory, which to me is only a pigment of their imagination, is that this will force their navy to operate far from China. If the Philippines would invest on strengthening it's coastline defense like setting up a system such as Israel's iron dome and missile system that will be able to strike any ship, submarine or Jets approaching near the Philippines, I don't think China will stand a chance. China has an advantage in terms of military equipment and technology but the Philippines has the home court advantage and together with other Philippine ally I don't think China stand a chance if its military moves away from its home base.
